On September 25, 2012 on the basis of the Center for gender education at Zhytomyr State University named after I.Franko there was a presentation of the project «High quality out-of-school education as a way to overcome juvenile delinquency», which is implemented by Parity Zhytomyr Regional Youth Organization with support of the Department for Family, Youth and Sports at Zhytomyr Regional city council. Department of Education at Zhytomyr city council provides organizational support for the project. The event brought together representatives of city council departments, scientists, civil society activists.

Recently conducted research of the system of out-of-school education in Zhytomyr city showed there is a tendency on significant decrease in number of teenagers who attent institutions of out-of-school education. Thus, in age category 1418 number of girls decreases almost in four times, and number of boys - in three times.

The research fixed a correlation between availability or absence of out-of-school institutions and level of juvenile delinquency, which confirms the need in organizing socially appropriate forms of pastime for children and youth.

So, development of institutions of out-of-school education can influence on decrease in number of delinquency committed by teenagers.

The project goal is to study the needs of teenagers in services of out-of-school education, to attract children's attention to a scope of services provided by network of out-of-school institutions in the city.
